In 2005, prisons in the United Kingdom reached record capacities. By 2006, they were overcrowded and looking to breach 77,000 inmates. To alleviate the situation, the UK considered a "prisoners without bars" program using ankle bracelets for criminals of lesser offenses but scrapped the idea fearing prisoners would simply remove them. The idea has resurfaced with a twist, this time using RFIDs instead of ankle bracelets. Consumer privacy advocates show little concern for the criminals, but are concerned whether or not "the rest of us could be next."
I seriously doubt this effort would ever fly in the United States. I certainly don't oppose it. At first, I'd say die-hard criminals would just remove them with a knife. But in theory, only the "minor criminals" would have these. Even then, would a good EMP burst render the criminal free?

They should just ship them off to Australia. They could form a colony of prisoners there.
