HOV (Highly Occupied Vehicle) lanes are intended to alleviate traffic congestion by enticing commuters to carpool. Many people tend to ignore the restrictions and use them anyway, creating just another lane of congested traffic. Abusers (even using mannequins) became so frustrating in the United Kingdom that a new blood sensing camera is poised for installation to detect fraudulent carpooling. The camera, which photographs violators, detects the actual number of car occupants by passing infra-red beams through passing vehicles to detect body fluid content.

For fans of the Terminator series, it sounds like the U.K. is developing the "human sensing" technology for Hunter Killers, which are only a few technological hops away from the MQ-9 Reaper.
