It sounds like your cousin richly deserves his VA benefits and will continue to get them. It is appropriate that his case is assessed carefully, and is reviewed from time to time. The cases of other people who are already on such benefits is the same and, if not justified, a review will eventually remove their benefits.

It is silly to get upset about what others who you consider less deserving are getting. You are not in a position to make that judgement.
