Just because the country is technologically developed, does not mean it is a civilized country. A civilized country also must have a certain amount of moral values and tolerance and social advancements. There are actually some small tribes around the world where conflicts is handled much better than these suppose civilized countries. In fact, murder or theft to some of them, is unthinkable.
