In order to try to feel good about themselves they need to find another class of people who they can identify as being inferior to them. The Nazis were a classic example.
When our society tries to redress the balance for socially less advantaged groups through some kind of affirmative action, these people will often not qualify for the benefit and so they find another thing to rage about – one of those inferior classes is being given something that they are denied.
This happens all the time. Should we care? I find it hard to do so.
