I might be completely off base, but I think he might be saying that as opposed to the UN being able to END the conflict, ‘the best’ they can do is delay it. Not holding it up as the best option, but as the best the UN could do along that train of thought. If I am wrong in my interpretation, I will say that I believe this viewpoint to be valid.
