Soooo – Americans are okay to go into Russia and perform all sorts of cybercrime against anyone I want? Or go to lawless countries and perform sexual, criminal atrocities like rape and murder? All because “When in Rome” is the rule.

Now you’re getting it. Even in the USA rape and murder come under the local jurisdiction and it does not matter the citizenship of the criminal or the victim.

Soverignty requires that we can only make laws for our country, and also for our citizens when they are in another country. Why is is so hard for Americans to accept that simple fact? When in Rome? Obey Rome’s law and that of your own country.

If you go to Russia and start commiting cybercrime then you are still accountable to the laws of the USA. If Russia won’t send you home for prosecution then, yes you can get away with it – kind of. You can’t go home and have to live in a shit country. Russia pays a severe economic penalty for having an unstable business environment.

The way itis expected to work is that countries that want to fight cybercrime have to make an international treaty agreeing on how they will deal with it, and produce domestic laws implementing the treaty in their country. Then anyone who breaks the law is accountable to the laws of the country where he was when he broke them.

I guess our laws could, as part of a sentence, send perpetrators back to their own country knowing that they would be tried again.
