The Australia Government owns the NBN, so it can do that, but it has not banned Huawei from providing critical telecommunications infrastructure. On the contrary, it has just been announced that one of the three main wholesale and retail mobile carriers, Vodafone/Hutchison has contracted for Huawei to provide its 3G and 4G base station equipment and radio networks.
