I think partially the reason why white people get blamed is as allowed:

a] European from 1900 pretty much screwed everyone else on the planet.

b] And they never tried to fix their damages. Sure countries are
introduced to capitalism and trade but the social instability damages are long lasting.

c] On an average, the most well-off people are white. So the burden automatically, at least perceived by others, falls on them to do more because they can do more.

d] That being said, I don’t think it’s fair to blame the current white people for all the wrongs in the world, but I do think those who have more should help out more. Human have to evolve beyong self interest, which has plagued humanity thousands of years cuasing war and other tragedy. Human have to care more about each other. I don’t want to sound like a socialist, but doesn’t it inherently make more sense that if you have more power and capital, you ought to help other less fortunate more so than your average peers? Say you have 4 houses, 3 new cars, a job that pays a huge amount, and 3 mistresses. Now, can you really shamelessly say: “I’ll donate 10 dollars to the charity event this Christmas, just like most average people”?

Yeah, you can do that, it’s your rights, your freedom, your money. But don’t complain when other people around you start looking down on you. Of course, I’m only trying to give an alternate explanation why people expect more out of white people other than the fact that they are racist against white people.
