It’d be tough to call this a failure of insurance afterall, insurance is purchased by the insured. Of course you can play devil’s advocate and say it, but many would disagree. Few insurance systems are “failures” because of the extensive research and actuarial science that goes into their setup and structure….the one pink elephant being the national flood insurance program, a broke joke. But again, I understand why you would point the finger at a system that many folks don’t happen to like because of their own personal lack of understanding or under-coverages to protect their interests…
