Unfortunately, it’s probably not a very effective one.

The actual pressure exerted here won’t primarily act to eliminate texting-while-driving, it’ll act to increase the median age at which people start doing the activity.

If people don’t start texting-while-driving until they get to the frazzled new-parent-trying-to-juggle-too-many-things stage, then they’ve already passed on the genes, and the selection pressure is gone.
