Well, the main problem is that the Amendment would be drafted and voted on by our corrupt political leaders, who would water down the qualifications in order to appease the ignorant masses. How many people are going to actually vote for a guy that says "most of you are too ignorant to vote, so we’re going to take that priviledge away from you until you can prove that you’ve at least considered the issues"? The vast majority of our politicians really only care about getting re-elected anyway – the theory of a voting amendment is destroyed by the reality of the "three stooges versus branches of government" poll.
The other problem is coming up with a system that fairly identifies who is qualified to vote. What’s the criteria? Education? Fiscal responsibility? Political awareness? Military service? And are you ready for the cries of discrimination that will come from anyone that is denied the priviledge of voting?

I can’t find a link, as youtube is under proxy lockdown at my work, but if you search, you can find a few videos of pranksters convincing college age women to sign a petition to end women’s suffrage. I doubt the ones too ignorant to vote actually vote often, nor follow the issues to know what important votes are upcoming.
