Subset of Users

Hmm, I've been using GMail almost since it was first available and have never had a problem like you describe. (I just logged into it now to make sure.) Every once in a while, and not recently, it would say the severs are busy, but a few minutes later they would be back. I have had some goofy things happen with Google Docs since they recently incorporated the Google Gears 'Offline' feature, where you can save your Docs to your local disk until you reconnect to the internet. I'm not sure how to describe even what happens, but sometimes it just seems to get "stuck".
