I think pastors should keep their noses out of the marriage bedroom. If one said that we should not have marital sex for a particular time we would say it was not his business, so the same is true when this one is encouraging us.

As a general principal, I'd tend to agree. In this case though, I see a few positive signs: It's rare, and IMHO good to see sex recognized by the church as something that's beneficial for more than simple procreation; He's only encouraging his flock to give this a try, rather than telling them that they'll burn in hell if they deviate from his dictum; And who knows, it may actually improve a marriage or two, and if not, hey, it was fun trying!

On a more practical note though, I hope that most of his congregation is in their twenties. For us older folks, this prescription may be too much of a good thing.
