Looks like Senator Biden is seizing the opportunity to slam Bush as the most incompetent President in history given the speeches and rhetoric about Iran in the face of this report's existence.

I tell you, I almost chocked watching the news last night when Harry "I will refuse to believe any report that says the surge is working" Reid actually had the balls to get in front of cameras and say "I can't believe Bush doesn't believe this report"
