True - but North Korea generally refuses the aid as it would make them look "weak" to their own people. Most of the material they do take is "spun" to look like an offering from the West ... akin to us buying them off so as not to be destroyed ourselves. North Korea's regime has a control over the beliefs of their people that is so beyond what could be considered possible that most people don't believe it until they can witness or see it for themselves.
