I can't speak for the rest of the government, but the military does both random and 100% drug testing. And yes, the random test works like you described: When a commander decides to do a drug test, a computer program that contains the names of everybody in his/her unit is used to select a certain percentage (usually 10-50%) for testing. If your name comes up, you pee in a cup. The standard is that the cumulative percentage tested each year must be at least 100% (e.g, a 10% test once a month for 10 months would satisfy the requirement), but most units test way more often than that--for example, a common technique is to test 10% on a Friday, followed by a 100% test on Monday to catch anyone who thought they could get away with something over the weekend.

Sure. I think a good policy would be 100% test when first signing up for welfare benefits, followed by random screening for as long as one is receiving aid.
When we get random tested with the city, the sub-contracted medical test firm shows up at our fire station unannounced, and has the officer in charge place all fire apparatus out of service. The chief's car, fire engine, fire truck, rescue unit, haz-mat unit, rescue boat and etc., go out of service until all personnel have been tested. They tape all faucets, drains, commodes and lock all doors. Then get all personnel together so we can't cheat. We blow into a machine and give urine samples. They send you your results in the mail. Many have been caught and fired over my 35 year tenure. Bottom line is stay clean, do your job and there is nothing to worry about. The tax payers deserve nothing less of they fire fighters and paramedics. So why not expect the same from welfare recipients?
Random means, one day your sitting at your desk typing. Boss calls you in the offices and says, I need you to go take a drug test.The date and time are chosen at random, instead of boss saying, ON Tuesday at 3:00 pm I need you to go take a drug screen.
The random nature of the testing is determined by the testing agency you've hired. They showup unannounced and call out whoever it is that's on the list that day. To be fair, all employees are tested annually the same amount of times.

What is Random?
Since I work for a small (family owned) company, I am not familiar with drug tests in the workplace. What exactly does it mean when it is a “random” test? Are peoples names put in a lottery and one day your number is up? Shouldn’t everybody be tested if they are going to have this policy? Shouldn’t every welfare recipient be tested if this policy were adopted?
