Public Service Announcement: texting while driving

I was introduced to this advertisement in nursing school. To be honest it did change the way I use my phone while driving. This video was put together as a public service announcement in the UK to discourage drivers from texting while driving. It has been mentioned previously on this site that cell phones are universally distracting, but are people being more responsible? It would appear that cell phone bans don’t work, so it seems the next attempt at fixing the problem has been to appeal to the emotional part of people.
While I was personally touched by the ad it got me really wondering if this was going to work on a large scale. Are they going about it from the right angle? Are they addressing the root of the problem or just a symptom?
