I think the most fair solution is that the Toilet Seat Lid is left down every time. It increases the cost for everyone, but then at least everyone has to pay the same cost, regardless of the operation.
Well, this in a household with both a John and a Martha, anyway.

Obviously you do not subscribe to the philosophy of "If it’s yellow, let it mellow, if it’s brown, flush it down."
